In 1998, Congress passed The Workforce Investment Act of 1998 which attempts to “improve the quality of the workforce, reduce welfare dependency and enhance the productivity and competitiveness of the nation…through statewide and local workforce investment systems that increase the employment, retention, earnings and skill attainment of participants.” The Act created the local Workforce Investment Board, giving broad authority to the Board to create an integrated workforce development system. In June 2000, the Workforce Investment Board formally replaced the Private Industry Council of San Mateo County.
