HSA Recognized for Excellence in Service Delivery by the Council on Accreditation On September 16, 2008 HSA became the first public social services agency in California to achieve accreditation for all eligible programs.  The Council on Accreditation is an international, independent, not-for-profit, child- and family-service and behavioral healthcare accrediting organization.
